June 1972 (Showa 47), the first phase of construction of "Izumi Park Town"
Work with residents to create a city that looks 50 to 100 years into the future
Part 4To create a city that continues to grow even more
"Creating added value" is an important point

About 40 years after the city opened, Izumi Park Town is becoming more mature. The Sendai Royal Park Hotel opened in 1995(Heisei 7), Miyagi University opened in 1997(Heisei 9), and Miyagi Prefectural Library opened in 1998(Heisei 10).
Furthermore, how will Izumi Park Town improve the function and attractiveness of the city in the future? Hirao says that the point is "adding value."
"In addition to the communication and attachment of the people who live there, it is also important to have outsiders use the city. We need to see if we can attract people from outside of Izumi Park Town who will come to use our facilities, so to say, "visitors" to the town. Of course, there is no point in spoiling the quality that this city has built. That balance will be important for future city planning. I was involved in the creation of the master plan, and we now have a hotel, a university, and a large library, which was literally a dream at the time. There is also a golf course, a horseback riding club, and the now trendy outlet stores. Furthermore, Izumi Park Town now offers a variety of facilities, such as condominiums with care for seniors, which have emerged in response to the needs of the times. They are supported by people other than the residents of Izumi Park Town, and at the same time, they become attractive to the residents. How to design, build, and operate such a mechanism from a long-term perspective is important."
In 2008, Sendai Izumi Premium Outlets and Izumi Park Town Tapio were opened. About 4 million people visit each year and contribute to the revitalization of the city.
Brand called Izumi Park Town
A housing information board made with a unified design. The address can be seen from any of the four directions.
Furthermore, Fujioka, who is always there for the town as the person in charge of Izumi Park Town services, points out:
"I would like to take the brand "Izumi Park Town" to the next level. In my opinion, a brand is something that impresses the other person beyond expectations and makes them proud. Actually, Izumi Park Town has a lot of greenery, so there was a place where it got dark at night. So we planned to light up the area at night and turned on the lights on a trial basis. At that time, a mother and a daughter, who was about a high school student, passed by and said, "Mom, It's beautiful. I'm glad I live in this city! I want to show it to my grandma next time." It was heartening to realize that this is the brand of Izumi Park Town for the residents. By accumulating these attempts, I would like to continue to create a city and brand that will be appreciated by residents and visitors to the city."
Creating a city with an eye on 50 or 100 years
Many residential areas called new towns have been created in various parts of Japan, and many people have built houses, started living, and formed towns. However, most of the developers who are involved in the development are not involved in the operation of the city once the sale is completed. They create residential areas, but they are not involved in urban development.
However, based on the idea of "civil license" created through the development of Izumi Park Town, we are promoting urban development together with the residents in the development of residential land, looking ahead to 50 years and 100 years.
This was possible because we purchased Marunouchi from the government in the Meiji era, when it was nothing more than a vast wilderness, and we dreamed of creating Japan's leading office district there, and we have been able to realize this dream. No, it is natural for us to think about urban development and housing development from a long perspective of 50 years and 100 years. Hirao says.
"In the past, we built a brick office building in an empty field. People around us thought we were eccentric. But we kept doing it and made it happen. I think there was an aspect of this in the development of Izumi Park Town that was out of the ordinary. But that is our basic stance in urban and residential development. No matter what the times bring, that attitude will never change."
Izumi Park Town, which celebrated its 40th anniversary in 2014, received the "Japan Society of Civil Engineers Landscape and Design Committee Design Award 2104" Excellence Award. Even now, 40 years later, the original master plan has been followed to create a comfortable cityscape that is different from the so-called large-scale new town. In the long development project of 40 years, it was evaluated that it is focusing not only on new development but also on maintenance of old residential area.
